Why it belongs in a pest discussion
A building that cannot be closed is open to everything, and at lock-up stage that includes weather, vermin and anything looking for a way into the frame.
What an infill is
The material closing the gap between a door or window frame and the wall opening. Left out, there is a continuous gap around the whole perimeter of the opening.
The weather part
Wind driven rain arrives horizontally. An unfilled perimeter at an opening admits water above any flashing line, where nothing catches it.
The timing
This is normal at lock-up, which is exactly why the stage is inspected. It is not normal at handover.
